What is Raising Travis County?
Raising Travis County is a voter-approved initiative expanding access to affordable, high-quality child care and out-of-school time programs. Workforce Solutions Capital Area partners with Raising Travis County to deliver child care scholarships for families and gap funding for providers—helping make care more affordable for families and more sustainable for the programs that serve them.
For Providers
I am a newly contracted provider. What is my first step to getting set up with the attendance system?
You must fill out the Texas Child Care Connection (TX3C) Child CareProvider Survey.
Who do I contact if I have a director or facility change?
You need to contact the Provider Services Department within 5 business days any time you have a change that will affect Child Care Services Agreement at ccsproviderservices@wfscapitalarea.com. You must also notify licensing and your Texas Rising Star Mentor of such changes.
I am a KinderBridge provider. How often do I need to submit our attendance from our CMS (Brightwheel, Procare, etc) to KinderConnect?
It is best practice to submit your attendance weekly. Capital Area Provider Services requests you submit your attendance no later than 10am on Monday morning for the previous week.
I was told all parents who receive child care subsidy must create their own KinderConnect account. How do parents do this?
Instructions on how parents can create their own KinderConnect account can be found here. Please ensure each of your parents/sponsors has completed this Process.
For Families
Where am I on the waitlist?
The current estimated wait time for child care assistance, if applying today, is approximately 1-3 months for families in priority groups and 9-12 months for families on the general waitlist. You can view monthly waitlist status updates here.
You can also confirm you are on the waitlist and how long you’ve been on it through your Parent Portal. If you do not already have a Parent Portal login, please create an account to receive important messages about your waitlist status. The Texas Workforce Commission (TWC) may contact you every 90 days by email, text, or through the Parent Portal to confirm that you wish to remain on the waitlist. If you do not respond, you may be removed and will need to reapply.

How will I be notified I’ve been pulled from the waitlist?
You will be notified by text and email when you are pulled from the waitlist.
- What to look for: Email subject “TX3C-Capital Area – Notice to Apply for a Child Care Scholarship” from AustinCCS@wfscapitalarea.com.
- Be sure to check your email and spam/junk folders regularly so you don’t miss this notification.
- Important deadline: You will have 15 days from the date of the notice to complete your online application.
- How to apply: Use the link included in the email or log in to your account.
My contact information changed since submitting my application. Do I need to update my contact information?
We will use the contact information you provided us to notify you that your name has been selected from our waitlist. To update your:
- Phone number or email: Update through your Parent Portal by sending us an email through the TX3C account.
- Address: Contact CCS at (512) 597-7191 or austinccs@wfscapitalarea.com. If you have moved outside of Travis County, but remain in Texas, we can update your address so you can join your new county’s waitlist and keep your application date.
Am I responsible for paying for child care?
Yes, parents are responsible for paying their portion of the cost, known as the Parent Share of Cost. This amount is determined using a sliding scale based on your family size, income, and sometimes other factors. For most families, the Parent Share of Cost will not exceed 7% of your monthly income.
Can I apply for a scholarship if I’m not working or going to school?
Yes, you may still qualify. If you’re not currently meeting the participation requirements—either being a single parent working or in school/training at least 25 hours per week, or part of a two-parent household with a combined 50 hours per week—you may be eligible for our Initial Job Search option. This allows you to receive a child care scholarship for up to 90 days while you look for work. Your scholarship will continue beyond the initial 90-day period, provided you successfully meet the participation requirements during this time.
What if my child is absent?
Absences that go over 40 days in a 12-month period will be flagged and could result in the termination of your child care scholarship. You’ll automatically receive notifications about your child’s absences when they reach 15, 30 and 40 absences. If your child has a prolonged absence due to illness or other extenuating circumstances, you can submit documentation to have those days credited.
